Dans la pratique, on a plutôt égard à l'autorité dont l'acte émane ; mais la qualification dérive originairement des considérations précédentes. Dans le langage général, le décret suppose une autorité personnelle qui exprime précisément sa pensée. On dit les lois de la nature, de la morale ; on ne dirait pas les décret s ; tandis qu'on dit les décret s de Dieu, parce que Dieu est un être qui veut et qui ordonne.
